Here is a brief background of the PSS.
According to the Prime Minister's Wife, the key ingredient to form a peaceful and civil society is to instill the spirit of volunteerism within the population, especially to the younger generation who will be the leaders of the future. Thus, a culture of volunteerism among university students should be nurtured systematically through the process of regeneration, field training and character building so that students are aware of the circumstances surrounding.
However, the culture of volunteerism among students is getting corroded due to digital modernization of current developments resulting in the face to face of two way communication to be increasingly sidelined. These elements lead to the erosion of student identity and causes them to be more individualistic and materialistic. Thus, the Unit Alumni dan Masyarakat, PJIM & A thought of a concrete solution that should be implemented to sensitize and characterize students so that they can become better balanced in line with government's vision to raise the younger generation as future leaders. Therefore, the establishment of the Pasukan Sukarelawan Siswa (PSS) UiTM Pulau Pinang is proposed.
Thus, the Pasukan Sukarelawan Siswa (PSS) of UiTMPP was officially established on 22nd June 2012 and regulated by the Unit Masyarakat & Alumni, Pejabat Penyelidikan, Jaringan Industri, Masyarakat & Alumni (PJIM & A), UiTMPP. To date, 1217 students are enrolled into the PSS. The uniqueness of the PSS is that income is generated to fund their community projects.

Menurut Isteri Perdana Menteri, ramuan
utama membentuk masyarakat madani yang sejahtera adalah dengan menyemai
semangat sukarelawan dalam diri penduduk, khususnya generasi muda yang akan
menjadi pemimpin pelapis masa depan. Lantaran itu, menyemai budaya
kesukarelawan di kalangan mahasiswa universiti haruslah dipupuk secara
sistematik melalui proses kaderisasi, latihan di lapangan dan pembinaan
karakter unggul agar mahasiswa yang dilahirkan adalah mahasiswa yang peka
dengan keadaan sekeliling.
Walau bagaimanapun, mutakhir ini,
budaya kesukarelawan di kalangan mahasiswa semakin terhakis dek perkembangan
arus modenisasi digital menyebabkan komunikasi dua hala secara bersemuka
semakin diketepikan. Elemen ini menyebabkan jatidiri mahasiswa semakin terhakis
dan menyebabkan mereka bersifat lebih individualistik dan materialistik.
Justeru, Unit Alumni & Masyarakat, PJIM & A memikirkan satu solusi yang
konkrit harus dilaksanakan bagi menyedarkan mahasiswa dan membudikan mereka
menjadi insan yang lebih seimbang selaras dengan hasrat kerajaan meangkasakan
generasi muda sebagai pewaris kepimpinan negara. Oleh yang demikian, penubuhan
Pasukan Sukarelawan Siswa (PSS) UiTM Cawangan Pulau Pinang adalah dicadangkan.
Justeru, Pasukan Sukarelawan Siswa
UiTMPP telah ditubuhkan secara rasmi pada 22 Jun 2012 dan dikawal selia oleh
unit masyarakat & alumni, Pejabat penyelidikan, jaringan Industri,
masyarakat & alumni (PJIM&A), UiTMPP. Setakat hari ini, 1217 orang
pelajar telah mendaftar menjadi ahli PSS. Keunikan utama PSS adalah mereka
menjana pendapatan sendiri untuk digunakan membiayai projek-projek
kemasyarakatan mereka.
